Mash the mackerel with a fork.

Heat the olive oil in a frying pan. Form 6 small biscuits from the mackerel mixture and bake for 4 minutes per side until golden brown and cooked.

Divide the arugula over 2 plates.

Cut the tomatoes into wedges and slice the cucumber into thin ribbons. Divide both over the arugula.

Sprinkle the salad with olive oil and vinegar.

Place the mackerel cookies in the center.
